ELECTION & INSTALLATION OF ELDERS & DEACONS
This is the report of the Nominating Committee. We hope to elect in a single motion. We have to provide an opportunity for nominations from the floor. If you have nominations to make from the floor you need to email Elder Carol Richmond of the Nominating Committee to make that nomination. Rarely do we have nominations from the floor and since the nominating committee is presenting a full slate of officers, any nominations from the floor would have to challenge a particular nominee presented by the Nominating Committee. Any candidate you nominate has to have already agreed to serve. So, you will need to make sure they are ready to serve. Second you must give rationale for why your nomination would be a better choice than the person being challenged (you have to name the person being challenged for the position). You may give this rationale in your nomination email to Elder Carol Richmond.

Congregational Meeting and Outdoor Parking Lot Worship
July 12th at 10:30am
On Sunday, July 12th, Westminster will be hosting an outdoor worship service in the Parking Lot. A congregational meeting has also been called for July 12th to elect, ordain, and install new elders and deacons. There are a lot of logistical questions still being worked out, but we have acquired an FM transmitter which will broadcast to your car radio if the weather is bad. If the weather is good, we will have spaces appropriately distance-marked in the parking lot for family groups who may want to bring their own lawn chairs to sit outside.
In the congregational meeting we will elect elders and deacons and make three bylaw changes that will help us to govern with digital meetings during emergency situations like this pandemic as well as make a few technical changes to define some terms in the bylaws.
Early next week you will get an E-blast with a copy of the bylaw changes, and an explanation for why the changes are being recommended by Session. In the week before the meeting (July 5-11) we will field questions about the bylaw changes.
On Monday, June 28th, you will receive the nominating Committee Report by E-blast. If you have nominations to make from the floor, you need to email Elder Carol Richmond of the Nominating Committee to make that nomination.

No paper copies of material for the congregational meeting or the worship service will be available on Sunday, July 12th. You need to print them or bring them on your portable digital device. Again, everything will be distributed by eblast and available on the website by July 6th.
Worship will feature the Worship Team (Live). Those individuals being ordained and installed will be present, and will be ordained and installed from a distance.
Further instructions for attending this service will be sent out prior to July 12th. There will be a traffic pattern you must follow to get into and out of the parking lot because we will have to park everyone facing the same direction (not according to the line parking spots. Parking attendants will be available to help. If it is a nice day and you plan to bring your lawn chairs, please plan to park in the satellite parking lot (where the van shed is) just off of Winola.

JULY 12 - CONGREGATIONAL MEETING - Bylaw Amendements

Session recommends to the congregation the following by-law changes:
Section IV, Congregational Meetings, paragraph two:
“There shall be a special meeting of the congregation prior to 1 June each year for the purpose of electing members to serve as elders, deacons, and nominating committee members. Newly elected persons terms shall begin on the upcoming first day of June.”
Rationale: To provide more flexibility on the date of the congregational meeting and to set a date for transition the following amendment is recommended to the congregation.
Section IV, Congregational Meetings, new paragraph four
“When the Session determines an emergency exists and that the congregation cannot readily be assembled, Robert’s Rules of Order shall be suspended and after members have been given adequate notice as defined in Section V herein, the congregation may meet by electronic means to discuss and vote on business items. The quorum for such a meeting is as defined in Section IX herein.”
Rationale: The pandemic taught the whole denomination that our governance structure does not provide enough flexibility to govern during an emergency. This amendment releases us from Robert’s Rules of Order when an emergency arises and gives us permission to meet by electronic means.
Section IX, Quorum for Congregational Meetings, opening sentence “The number of congregation members shall be the number of people reported in the annual report of the previous year.”
Rationale: This is a simple clarification of what number shall be used to determine the number of members in the congregation in order to determine a quorum.
This is a copy of bylaw changes with an explanation for why the changes are being recommended by Session. In order to facilitate discussion (we cannot have on the 12th because of social distancing and amplification) we will be fieldin questions about the bylaw changes before from now till Friday, July 10th. This will allow us to vote more easily on July 12th without trying to figure out the logistics of social distancing and facilitating discussion during the meeting.
